What about cases like Modahl where the testosterone was 42 times the limit. It seems convenient how often incorrect storage produces such positive results!

No one has ever explained how this would allow a positive A test and negative B. Protease would act on both samples to degrade the EPO.

It has more time to work on the B sample. They don't want to A to test positive, it's just a safe-guard in case it does.

The 17, maybe more by now, are likely all arguing why they are not guilty. If any have TUEs that will complicate matters. This could take a very long time to resolve.

Of course the athletes are name brand people? They release the names of many non stars and a few top field people all the time. Big money stars are hardly ever "outed". All the federations do it.
The federations are not obligated by law to release anything. Being based in Monaco gives the IAAF a nice little legal slippery zone as well.
As far as athletics or track is concerned the threat of releasing athletes names is the only real power the federation has over them.
