It would be interesting to get an idea of what the plan was for the crowds. I have no idea how you do it but I would think in such a big money event you would be really motivated to get people in and get them enjoying themselves. The Bahamas when they did the Relays a few years back got a good carnival atmosphere going. Jamaicans no how to part so create a party atmosphere. As a proportion of the cost of running it surely getting people in free or even paying them would be preferable to hoping they turn up.
