Maybe.
Let's state up front I think the border is a disaster. I won't disagree with that.
However, I think the biggest problem is the broken asylum system which allows people to show up at the border, claim asylum, and be given a hearing. The law allows these folks to be released into the USA if the hearing isn't imminent. I don't personally agree with that, but that is the law. The backlog for these hearings is now years..
So if DHS is tasked with enforcing laws based on a broken system, my response would be to fix the law, not blame DHS employees for being dealt a bad hand.
Politicians decided not to pass new laws that would fix these problems. So I'd start with blaming the House and Senate for not being able to do that.

Biden undid all of Trump's border policies. Then, only a couple of months before the election, he redid them. It shows the border crisis was intentional
