This is yet another repeat of the wackiness of the original French revolution. That wackiness led to a military takeover by Napoleon. As usual with military takeovers, Napoleon cemented his power by going to war and winning.
But winning the wars would not have been enough. He had to bow down to the Catholic Church, restore its position as the official church of France.
