Kenya as a nation is, like most African countries, about a couple steps above a lawless war zone. Law enforcement are at best useless and in many cases corrupt, some of them robbing vehicles at fake checkpoints, similar to the Federales in Mexico. There is minimal law and order in the country in general. The wealthy hire their own military-level security and live in barbed wired strongholds. Everyone else lives as low key and non-flashy a life as possible to not give anyone else a reason to come after them.
And basically, as long as you don't make the wrong people mad, you can get away with whatever you please. Of course they have no problem with doping and they do it as much as they can possibly get away with. They do make sure to keep their doping a secret from unknowing visiting Westerners who visit Iten and elsewhere.
The risk/reward ratio has made it a no-brainer for them to do this. They really have nothing to lose and everything to gain. Sad.
