Considering Tuohy is still 20, she has some time. I anticipate she will be going faster than 4:06 in the 1500m this upcoming season. And of course, those "restrictions" compared to pros. Lol. The US is unique in that college acts as a competitive safe harbor. But place Tuohy's raw talent in Germany or Italy (witness Battocletti's miraculous improvement for example) or GB and have her on a pro club early on, and do the math.

i dont think shes locked in to adidas, pretty sure NIKE and PUMA dont care on spending more $$$$$ just to get her, shes the most popular female distance runner rn
but she will totally pick it based on the coaches and team, OAC is the best team for her to develop and they dont have a 5000m runner other than Monson, and they recruit runners with speed in middle distances

She may not be locked in post-NCAA whenever she decides that will happen, but I would be totally surprised if Adidas would let themselves be outbid for her contract. Tuohy is very popular and will only become more popular assuming she keeps winning.
Paris will probably be too soon for her, but just going there and representing US and getting that experience will be significant. Tuohy has the look and image that could definitely be marketable to the masses and the potential to bring many more females into the sport.
Spectacular would be if she was only a few seconds behind the WR. She is 12 seconds behind the WR. 4:24 is good but not spectacular. 4:17 might be considered spectacular for a collegian.

I'd say winning NCAA XC as a 20 yo and shortly later running 4:24 is pretty good.
