In those Failed Cities we need to defund the Schools, Police, Courts, Fire, Executives, Councils, Commissions and rebuild them from scratch with no RE-hires Civilian Personnel Boards consisting of residents from each neighborhood should be in charge of hiring cops, teachers, EMTs, social workers, etc. DNA tests for all candidates to prevent nepotism, No relatives can be hired, only 1 member per family.
Probably so the families can find out and make peace.
