Giuliani was within his ambit as a trusted servant of Trump to advise Trump that he won the election. Giuliani is well versed in elections, having won several himself, and his electoral experience and knowledge of intersectional voting patterns led him to believe that Trump won. There is no evidence that Giuliani's advice was driven by alcohol intoxication in any way. The man can multi-task, for Christ's sakes. It's not like this is NASA algorithms he's looking at.
