This case is only an issue to those who haven't been paying attention to what has been happening in sport for decades. Doping is endemic - as we see, it even includes schoolgirls on the ice - and is abetted by those who administer elite and professional sport, who put public relations and profits before everything else, with the pretence that anti-doping has it under some kind of control.
The "look" of it is what has shaped the official response. It is hard to publicly hold a 15 year-old ballerina on ice accountable in the way a Bulgarian weightlifter would be dealt with.
