Because she's leading there in virtually every poll out there, including the one you linked. And what is very ominous for Trump is that there are fewer undecideds, and people who have made up their mind are now saying that nothing at this point is going to change their mind. So there won't be much change in the polls from here to Election Day.
Now, I agree with you in that I think that Harris needs to win PA to win the election. But so does Trump. If Harris can win in PA, WI and MI, she wins even if Trump takes NV, AZ, GA and NC. So Trump needs to pick off one of PA, MI or WI, and of those three PA is probably his best shot. But that's not looking too good for him right now.
Also, if Harris can win one of NV, AZ, GA or NC, her path becomes easier. This happening is not out of the question. And if either candidate can pick off a non-swing state from the other side (I thought I saw that MN, previously viewed as safe for Harris, was now very close), who knows how it will all play out.
All of the polls are tight, and within the margin of error. And we all know that the polls underestimated Trump's support in the past. So it's certainly not hopeless for Trump. But all in all, with respect to PA and overall, I'd rather be Harris than Trump right now.
