I think insane is a better description of Trump than stupid.
He has lost the ability to understand what is true or not true. He believes to be true whatever he needs to be true at that moment. I'm sure there's a psychological term for that but I don't know it.
And of course he is a psychopath- he cares about no one but himself and thinks it's ok to hurt other people in order to help himself. No remorse.
Bottom line, we need to have a president who understands the difference between reality and fantasy. And who has empathy for other people. Trump can't do that anymore. He's insane.

I think Trump has such little regard for the people that he is speaking to that he doesn’t give a sh!t about accuracy. Accuracy requires a concern for others. He has none of that. Much of his dumbazz talk is that.
Trump also gets entertained when he comes up with a new lie in his brain that amuses himself. You can see him immediately pep up when he thinks of it.
Often he will put this new lie into his regular rotation of greatest hits lies.

Harris IQ is around 90-95. Which is the same range that Trump has declined too. IQ is a zero sum game as applied to the two leading candidates for the US presidency.
