Counting and certifying the vote counts at both the state level and also in Congress has always been just a public ceremony to celebrate democracy. Nothing more. It is a chance for states to boast that another election is successfully in the books and we as a state (And country) successfully executed another election.
The corrupt Republicans and Trump surrogates have bastardized these simple ceremonies as being some type of partisan decision making on who won. A simple Microsoft Excel sheet can tally the vote counts and arrive at the correct outcome. Yet, the GOP has now made this "counting and certification" process their "go to way" to cheat and throw out the votes of millions of people. And these are not outliers, this is THE PLAN to produce chaos and send it up to the SCOTUS to decide who is the next Prez.
