No, Hegseth was not an O-10, but being an O-4 doesn't cut it. He doesn't have nearly enough years of experience as a whole, and certainly not enough senior command experience.
Beyond that, an officer will typically go through three different levels of advanced Professional Military Education during their career that teaches them how to be a military leader as increasing levels of responsibility. I know was a fact that Hegseth didn't complete the highest level of PME.
Look, the man had a nice military career, but "nice" isn't good enough to be worthy of becoming the Secretary of Defense. He is simply underqualified for the job and was selected because Trump knew that he would be an obedient sycophant based upon his recent history as a talking head on Fox News.

I appreciate the feedback. My younger co-workers will occasionally tell me something similar... essentially, that I am optimistic and trusting "to a fault."
From my perspective, I should probably be a bit more cautious in those situations. As cliché as it might sound, I have been fortunate enough to be surrounded by a lot of intelligent, accomplished people throughout the vast majority of my adult life: runners, military officers, politicians, etc. As a result, you tend to develop a habit of giving everyone around you the benefit of the doubt, even though that can still potentially come back around to bite you.
For better or worse, Trump is a consummate example. By my estimate, I repeatedly gave him the benefit of the doubt for approximately two years during his first term. Eventually, I had an epiphany: this man might be doing some good things for our economy, but he is also an egotistical, sanctimonious, condescending, antagonistic jerk! I have no problem with the vast majority of the Republican platform (prior to 20 Jan 2025), but they put forth a deplorable human being to represent their party.

In a way, it is helpful when Trump and his team say things are a hoax. Things that you see with your very eyes and can read word for word like the Signal texts.
How is it helpful you ask?
Well it tells you that Trump and his team repeatedly are lying whenever they say stuff is a hoax. All the things Trump has said are a hoax are true! Russia gate. Stolen bathroom documents. Jan 6th. You name it!
They say stuff is a hoax when they can't dispute evidence.

Is it normal for Hegseth to have that text conversation with people that are not in the military? It seems to me that conversation would be with the generals and planners and seems strange that Hegseth would have it with those 19 people outside of the military.
Its almost as if he is an outsider with the military and feels more comfortable around fellow Trump crazies.
Trump is going to absolutely crush it on Liberations Day. Tariffs like the world has never seen. Break all kinds of economic fiscal records, that haven't been touched ever since books were kept on such things.

It really depends upon who the people "outside of the military" happen to be.
Things can potentially be coordinated with the senior leaders of other government agencies, and it isn't uncommon to consult with a GS-15 or various lower-level SES personnel.
All that to say, typically everyone is a government official of some type. But obviously, things of this nature should not be done on Signal! That's why we have classified computer networks and phones. Anybody who tries to tell us that the entire SignalGate scenario is actually a "Great move for MAGA" doesn't understand standard military procedures or is simply delusional.
