Looks to me like it was a defensive operation against "Pro-Syrian government fighters who were advancing toward a base held by US and allied forces". It also looks like the fact that some of those advancing against US forces were Wagner troops was a fact that came to light later.

So, no, the Trump administration did not directly target Russian forces in Syria (unless you call defending your base against attack by troops who were not even known to be Russian at the time to be "directly targeting Russian forces")

Biden's economy was very very good by virtually every metric.

and

2) The US forces were not even aware that they were up against Russian fighters until they had already smoked them.
