Wow. This is bad.
I initially thought that Felix's chest was giving her an advantage over Tarmoh, but as you point out it really looks as if the bib is folded and that is what's being counted.
I really hope Tarmoh gets this spot.
All I can say is that it is a good job that the NBC camera that took the video from which this still is extracted, and which is positioned somewhere reasonably close to the finish line, is not the official photo finish system.
Oh and it's also probably a good job that you are not responsible for organizing the technology for the Olympic Trials...
