Totally looser talk. I agree with the idea of age restrictions, more frequent / organized drug testing, and have academic standards for participation in NCAA sports. I do not think having athletes from other countries is a real problem. It’s been this way in our sport in particular for decades and, in my opinion, is a net positive.
If you don’t like loosing, train smarter / harder, stop whining, or quit. But I do agree that none of this has any relevance in regards to the popularity and marketability of distance running. The idea that it does is nonsense.

Look at the running boom in the US and people do like participating in road racing like the marathon but no one is gonna watch some fartsy guys on manicured golf course or farm run a 10k. Hell we have a hard time getting our own professional runners to go run xc and you think the public is gonna wanna watch it..

What is the rationale for universities recruiting international athletes please? This is not done for the professions (non-athletics) I am familiar with. It seems detrimental to college athletics.

You are wrong. The biggest base of people to view the NCAA championships are people that ran in the NCAA themselves as well as high school athletes. When you factor in 50+ years of NCAA athletes and high school athletes, that number is in the tens of millions.
Currently there are less college running opportunities than ever in America because of the NCAA roster limits.
Additionally, a much larger % of those roster spots (and scholarships) are going to international athletes.
High schoolers are becoming disillusioned with being a fan of collegiate track because their chances of running in college are rapidly approaching zero. Old timers don't care about Africans whose names they can't even pronounce.
We are rapidly shrinking the current and future viewing base. We are shooting ourselves in the foot.

My point was simply comparing the status quo we used to have (most if not all scholarships going to Americans) vs the current system of giving them to 30 year olds from a country with more current doping violations than Russia and China put together. You are introducing this third hypothetical option of no scholarships at all to avoid answering the question.
I simply don't see how you could possibly convince regular Americans to support that second option. Yes, they may not get the scholarship themselves, but many people would be happy to see a kid from their kids school or their hometown get it. We are nation after all, not just a bunch of individuals.
Do you think football fans would tolerate this type of nonsense for even one season? Be honest with yourself, you know the answer is obviously no. I don't know how old you are but take it from me as a 60 YO: Nobody has EVER watched cross-country in the United States. I love it but it's very niche. And until streaming, it was never even available to watch.
I do agree age limits might be appropriate. I would think something like 25. And I don't buy this Kenyan thing of "We don't know the year." I've been hearing that all my life. Might have been true once but today even in the remotest places people have cell phones and know very well the date when someone is born. Though registering a birth might still be unreliable.
