The way it works is that if you co-op, only the biggest school counts as 100% enrollment. Each successive school counts as 50% enrollment.
LA/RP/H is one of the worst examples...here are their enrollments:
Lewiston-Altura: 196
Rushford-Peterson: 215
Houston: 141
So while their enrollment is 552 between all three schools, their enrollment for classification is 215 + 98 + 70 = 383, which gets them in Class A.
Since you got me started, the cutoff if you're NOT a co-op right now is around 410 (DGF is Class A @ 409, Litchfield is Class A with 396, New London is Class AA at 412).
Here are the enrollments of teams at the Class A state meet last year:
Girls:
Cotter (298)/Hope Lutheran (73) - 371
Redwood Valley - 310
Lourdes - 300
United North Central (Menagha 242 Sebeka 132) - 374
Hawley - 259
Cathedral - 307
Staples-Motley - 262
Heritage Christian (Heritage 135, West Lutheran 202, RiverTree 39) - 376
Carlton-Wrenshall (Carlton 81, Wrenshall 86) - 167
Trinity/Unity (Trinity 106, Unity 65) - 171
Greenway/Nashwauk/Keewatin (Greenway 221, Nashwauk-Keewatin 119) - 340
St. John's Prep - 192
Minnewaska - 384
Canby/Minneota (Canby 171, Minneota 181) - 352
Mankato Loyola/Cleveland (Loyola - 133, Cleveland - 159, St. Clair - 230, Mankato Christian - 25) - 547
Mt Lake Area - Comfrey (Mountain Lake - 123, Comfrey - 25, Red Rock Central - 85, Mt Lake Christian - 29) - 262
Boys (no duplicates)
Luverne - 317
LA/RP/H - 552
Northwest - It's the home school coop.
Nova Classical - 279
Sauk Center - 342
Litchfield - 396
South Ridge (South Ridge - 157, North Woods 143, Cherry - 157) - 457
Bertha-Hewitt - 113
Park Rapids - 350
So of the teams making it to state, 3 of them (LARPH, South Ridge, Mankato Loyola) have enrollments that would collectively qualify them as AA if there were no 50% rule. There were 4 programs with enrollments under 200 (Bertha-Hewitt, St. John's Prep, Trinity/Unity, and Carlton-Wrenshall) unless you also count Northwest Nighthawks. I don't, since you could live in the many different densely populated school districts and still compete for them...
