"Scandal" isn't just a failed policy or policy you disagree with. 'Scandal' requires disgrace.

"a circumstance or action that offends propriety or established moral conceptions or disgraces those associated with it"

None of the obama/biden things you list get to that level. You just don't like the policy. Or the policy failed.

And of course you list a lot of stuff that had nothing to do with obama or biden.

Trump hawking his own sh'tcoins, signalgate, firing all the inspectors, firing all the people who ever worked on a trump investigation, trump selling access to himself, trump trying to destroy law firms for personal reasons, etc...those are scandals. Not "you know...I really didn't like they way they deployed infrastructure money."

Actually, you should go read the definition of scandal: "an action or event regarded as morally or legally wrong and causing general public outrage." It’s disingenuous to dismiss controversies during the Obama and Biden administrations as merely policy disagreements or failures. Many of the issues listed have real-world consequences and raise questions about ethics, transparency, and governance. Ethical lapses and poor decisions can qualify as scandals, even if they don’t involve overt illegality.
