Which is exactly what happened. The crisis spurred Dems and Rs to write a strong bipartisian border bill that would have got the job done.

That took some time.

Always better to have congress write a law than have the WH do exec orders.

But then the bill was killed by Trump before it could be voted on, because he wants to rant about Haitians eating cats, to win the election. TRUMP WANTS ILLEGAL IMMIGRATION.

So then Biden had to use exec orders.

If biden had used exec orders earlier it would have sabotaged the lawmakers he wanted to succeed.
