I can't even believe this deserves 8 pages of this forum. I'm a lawyer. Not a criminal lawyer, and not in Georgia, but I barred lawyer. What you think about football coaches, baseball coaches, soccer players, or the differences between the sexes is not relevant in the eyes of the law, which is the ONLY thing that matters here.

CHAPTER 6 - SEXUAL OFFENSES
§ 16-6-22.1 - Sexual battery
(a) For the purposes of this Code section, the term "intimate parts" means the primary genital area, anus, groin, inner thighs, or buttocks of a male or female and the breasts of a female.
(b) A person commits the offense of sexual battery when he or she intentionally makes physical contact with the intimate parts of the body of another person without the consent of that person.
Is it ARGUABLE that he INTENTIONALLY made PHYSICAL CONTACT with the BUTTOCKS of another person without the CONSENT OF THAT PERSON? Absolutely, the answer is yes. Based on the video, it appears that he intentionally made physical contact with the woman. Was he meaning to hit her butt? There's no way to know for sure, but the publicly available evidence certainly makes it look that way, so it's at least an arrestable offense.
I don't know what any of you want. If a football coach is slapping your ass or your kids ass or soccer players are touching each other's butts ... it's up to you to determine if you/your kid want to consent to that or not. The toucher does not get to decide what's appropriate.
That's what's great about America. You can DECIDE if YOU want to be touched in the butt or not. No one has the right to decide that it's okay to just touch you when you don't want to be touched. You can decide if you want to press charges against someone who does it without your consent. If you don't consent to being hit in the butt in Georgia, then YES the person committed the offense, and yes they can be charged.
There's no social norms argument here. The woman is a reporter. She isn't a football player who has ALSO acquiesced to everyone hitting her on the butt after a big play as a form of celebration. And even if she was, that's up to HER to decide to acquiesce and accept getting hit in the butt by her teammates.
I don't know any runners that are just slapping peoples butts on the sideline. I don't know any runners who are slapping other random runner's butts.
