a.) There is zero chance that Salazar would do that without making sure that he was following the rules.
b.) The idea that they are "chilled" is pure speculation.
Meb could not look less bothered. Pace will tick down again though.
Hats are a "non-water" item, maybe?

(c) Refreshments may include drinks, energy supplements, foodstuffs or any other item other than water. the Organising Committee will determine which refreshments it will provide based on prevailing conditions.

I didn't think too much of it until I thought it might be chilled. I mean well I did think a tiny bit about it if it isn't chilled but if it's chilled, they've got a good point.

So Hamblin gets a medal for helping a runner she took out from teh competition and tore her ACL yet Abbey didn't get one?? Give me a break.

More likely they mean any food or drink item other than water.

If they are chilled, it's definitely exploitation - but maybe they figured out that hats don't wick sweat as well when they are soaked. If it's just a dry hat, I think that's fair. The rest of the field can get sponges.
