First of all, who does a handtimed running start??? But if you did this and got 12.4, why couldn't you break 14m for a 100m? I mean a 1 second differential for the start seems reasonable, but 1.6? Unless the 12.4 was an inaccurate time.
As far as not breaking 26, the guys we're talking about in this thread often run under 26 for the last 200m of a 10K after having already worn themselves out running 6 miles at sub-4:30 pace, so obviously they're much faster. It's logical to assume they would run the 200m faster if they were totally fresh even without the "running start".
