If you think everyone in the USA should own a high powered weapon, support and push gun culture left and right, and push extreme distrust and hate of others, then violence is what you'll get. Nicking it and having a bullet sever it are 2 entirely different things. You clearly didn't see the video.
If you want to know what it takes to survive this type of injury, watch Kentucky Ballistics video on youtube about his 50 cal blowing up and a piece of shrapnel got him in the neck. He was smart enough to plunge his thumb into the wound to keep himself alive. Otherwise he would have bled out immediately. So if someone onsite was a quick enough thinker to do the same for Charlie, he might survive. Otherwise, it was probably fatal.

He may survive. It is possible. There were likely first responders on scene prior to the shooting and they likely got to him quickly. If he does survive, cognitive impairment and possibly paralysis (depending on if his spinal cord was damaged) may be long term issues for him.
