No she didn't. The record is for 1000 meters run on a 200 meter track. Saying she got under the record is no different than running it on treadmill and saying that she got under the record.
I noticed this back when Nikki Hiltz ran the women’s mile AR. look at all of their other American record posts, they’ll always add “men’s American record” or “women’s American record” except when Hiltz is involved. They’ll either just say “American record” or what they did on X(formerly known as Twitter)

Every woman in the BU meet 800 ran under Toomey's 2:34. Many college women have run under the American record 3000 meter steeplechase record this season. They just didn't jump over any barriers.

If a female athlete doesn't describe herself as such but sometimes says she's "a dude" it's anyone's guess what she was running as. Gender has become whatever you make of it but this is a development you have yet to catch up with.
I ran a road race 3 weeks ago. The entry form asked for my gender. It didn't ask for sex. It seems that I could have entered as female if that is my gender even though my sex is male.

You could also have entered as non-binary. If there were no other entries in that category there's a good chance you would have won.
