Testing catches few - so the argument that testing reduces the risk someone is doping doesn't stand. Look at the numbers caught in Kenya. According to your argument fewer Kenyans should be doping because they have more testing, but the numbers caught show they haven't been deterred by testing.
Doping may be present in college sports but athlete surveys indicate the incidence is greater at the pro and championship level.
You ignore the arguments on this thread (that aren't mine) why some here believe Wiley is a doper.
