I saw that CAS rejected the WADA appeal against lifting Tobi's suspension.
It looks like she is a clean athlete in the eyes of the highest sporting authority.

The CAS Panel unanimously acknowledged that the Athlete committed two filing failures but did not confirm the existence of a missed test, alleged by WA and WADA, which would have been the third Whereabouts Failure committed within a 12-month period. Accordingly, the CAS Panel concluded that the Athlete did not commit an ADRV and that the Challenged Decision should be confirmed. The reasoned award will be published by CAS unless the parties request confidentiality.
So Tobi admits to 2 filing failures, but the contention on whether or not there was a third one. It seems WA admits there was but Tobi says there was not. Evidence leans towards Tobi's stance. That's my interpretation.

Yes, but the devil is in the (missing) detail. what constitutes a missed test?
Testers show up at your house or track or gym. Ring you. Wait an hour and leave. They log this event somewhere. How can there be enough ambiguity in the system that the athlete claims to have not missed a test at all?

There were 2 filing failures, and then the third whereabouts violation which was her alleged first missed test. This was contended, she was cleared by the AIU tribunal, AIU appealed, ends up in CAS. CAS gives AIU a 6 month extension to gather more evidence for the presence of a missed test, which is why it was delayed from January, and they were unable to do so, hence she was cleared again.
Whether you think she is clean or not they were clearly out to get her and probably jumped the gun and couldn't get anything that stuck.

Yes i agree with this. Bit surely it's in the Gift of the AIU, they either tried to administer a test which she missed or they did not. How could they possibly be lacking evidence of a failed test attempt

Sounds a lot like the Gabby case: two clear missed tests, and the third got successfully challenged by the athlete, e.g. with witnesses that testified the athlete was home at that time.
Or look into the Naser case: that got dismissed at first, partly because of her messing up her house number (once listed as 954, later as 964, and then again confirmed as 954). Here WA (and WADA who interestingly also appealed after WA's appeal) was successful in their appeal, and CAS banned Naser for two years,
