Well, the AIU is always involved as they oversee or help shape everything. That being said those were athletes banned in ADAK testing. And it seems a lot of them were at domestic meets or were athletes who may have been targeted.

It's not clear what the BBC counted here either, but the AIU currently lists some 550 ineligible athletes, and only 67 of them are Kenyan. That is around 12% of the AIU's global list of ineligible persons.

Thanks for the clarification of some of the dates. I was going off another article that said "Shibutse said since the start of their calendar in July last year, they have suspended 20 sportsmen and women ...". Another example showing the need to go straight to an officially published source, rather than taking the reported statement of the CEO at face value -- in this case ADAK CEO Sarah Shibutse.
Listing suspended athletes at all is something new, following 2021 rule changes, and making sure they got through legal and appeals processes.

According to Coe, Kenya far outstrips any of those other nations you list. Kenya isn't simply one in the crowd of dopers. The issue of a ban wouldn't have arisen if it was (and Kenya Athletics expected a ban last year). Coe has said they have to "clean up their sport".
