Russia cannot stop the war because their economy would crash. Russia is 100% on a war economy and any domestic non-war industry has been taken over by Chinese imports. But Russia cannot sustain its war economy for very long especially given the low oil prices. Russia ran a deficit of about $34 billion in 2024. In the first two months alone of 2025, Russia's budget deficit soared to $31 billion as its has eaten up its reserves and is seeing economic stagnation set in due to high inflation and interest rates. So, Putin either needs to have the West splinter over Ukraine and hope that he can prop up the economy long enough for a complete military victory over Ukraine or take a deal that leaves open the opportunity to heal the economy, rebuild the military and restart the war in a few years. But what really will determine whether Putin can fight on or needs to take a deal is whether the Russian government can continue to pay the pensioners and war benefits. The only time Russians have really come out in force to protest the government since the beginning of Putin's rule was when Putin tried to cut pension benefits. Inflation has made those benefits far less generous than they were at the beginning of the war and any cuts or delays in those benefits would end up like 1905.
