It is much worse than that. There is a growing concern among some very sober and serious foreign policy experts like Peter Zeihan and others that Russia may very well have infiltrated the White House.
Trump's first big DOGE project was to go after USAID and effectively shut it down. Right wing media pointed at USAID's support for LGBTQ projects as being wasteful. But so what. Why not just cut those programs and keep the many programs with faith based charities that were originated under the W Bush admin (he fought for "faith based" initiatives that broke with prior policy of not sending government funds to Christian charities due to separation of church and state concerns)?
Well, Russia absolutely hates USAID. USAID contracted with Harvard to advise the Yeltsin administration on the transition to capitalism. Jeffrey Sachs and Larry Summers worked with Yeltsin's team on a "shock therapy" plan where all of the Russian state owned entities would be auctioned off. This resulted in a mass looting of Russia's economy by a few oligarchs and an economic collapse that would devastate the Russian economy for over a decade. Then, more recently, Russian propagandists have claimed that USAID was behind the Maidan Revolution and more recent pro-EU/anti-Putin demonstrations in Georgia. Even RFK, Jr. and Tucker Carlson have been circulating Russian disinformation that USAID spent $5 Billion on the Maidan Revolution.
But there is more. There is the suspension of cyber operations against Russia. This includes acts against both state and non-state actors. You can pretend that Putin is actually a nice guy and wouldn't spread malware into US powerplants, but Putin is closely aligned with organized crime in St. Petersburg. They would love to get your SSN and take out loans in your name to buy some bitcoin.
And there are a bunch of other things Trump is doing that have long been on Putin's wish list. Withdrawing from NATO. Gutting US intelligence services. Gutting the DoD. Starting fights with allies over trade. All of the above are pretty much everything Putin has been wanting to see happen in the US but had zero chance of getting with any leader D or R other than Trump.
Trump's tweet seems to be a ham handed way of trying to cover up the fact that he has done more for Putin in his first few weeks in office than he has done for the US.

I really don't think so. They're a long way from "rock bottom."
Their makeshift POTUS candidate tallied 75 million votes, and even granting that most of those votes were against President Trump rather than for Harris, that 75 million is still one of the better showings in history--even taking a larger population into account.
I'm not one of the people who think a Democratic re-taking of the House in 2026 is a done deal, and if folks are waiting for the Dems to re-take the Senate, they'd best take their lunch. But the not-so-Loyal Opposition could go much farther down, like giving the GOP a 60-seat supermajority in the Senate or a 50-vote lead in the House. If this be truly the "bottom" for the Dems, they're in decent shape.

President Trump said reciprocal tariffs on Canadian lumber and dairy products are coming, perhaps as early as today.
