They couldn’t articulate why they thought it was a good idea, could only repost Musk tweets. And then he turns out to not give a damn about being efficient, so predictable.
Musk didn't call it a ruse. That is the Independent's language. All indications are that a lot of federal workers won't have a job tomorrow if they don't think of five things they did at work this week, and submit it as a response to the email within the next 6 or so hours.
If you want to find waste and fraud in government, there are people who know how to do that. They are called forensic accountants and they do what is called a performance audit. I have personally seen this done in my son's school district. The report actually uncovered criminal conduct which was referred to the DOJ and resulted in guilty pleas from a former school board member and a couple of administrators.
Musk has a bunch of Groyper coders trying to write scripts and using AI to try to do the same thing as highly trained and experience accountants. So far, it has been a complete joke and a big waste of time.
Then, it is also ironic that you have RFK, Jr. railing against American's failing health without mentioning at all how many people are getting sick because they work long hours in high stress jobs with little time for exercise or family. The one thing I always hear from people I know who work for the Feds is that while the pay is a fraction of the private sector, they love their jobs because everyone goes home at 5 pm and everyone takes every day they have for vacation.
So, while RKF Jr. is pretending that he cares about our health, Elon is wrecking the government workforce and trying to turn them all into overworked stressed out coders who have no life and get fired when they leave the office at 8:55 pm so they can tuck their kids in to bed when their boss is still in the office working.

Federal employees at certain agencies don't have to respond at all. Oh and if anyone gets fired for not responding to an email - they will win a wrongful termination suit. Unless they work for the Office of personnel management, they are not legally required to respond as the communications did not come from their line of management. If the president emailed himself, it would be different. However, the office of personnel management doesn't have authority over any given employee outside that office.

Jokes aside, not all federal employees only work 40 hours a week. They work some overtime, and because the federal employee unions are pretty weak, employers can force employees to work overtime (they get paid time and a half or in comp time (hour of leave for hour of work) though.
Most feds take their 13 federal holidays and their 13-26 days of annual leave (Which is about on par with Europe), but few take all of their 13 days of sick leave. Only 240 hours of annual leave can be carried over (with up to 360 hours for some overseas postings) but all sick leave carries over. This extra annual leave gets taken at the end of the career or in conjunction with paternity or maternity leave, which leads to federal employees at the end of their career seeming like they are never there (the employer rarely budgets workload for this time though).
This might seem like a really good deal but the federal government has to offer it in lieu of competitive salaries since federal wages haven't kept pace with inflation in decades.
