An 18 year and a 17 year old living in a modern RF and EMF city should busy themselves not with sexual or romantic activities but rather with making a living, college education, charity, or, fighting sin and injustice in society and around the world.
He/she shouldn't have as foremost priority on their minds having or getting into sexual relationships with anybody. He/she should give his/her energy to mitigating human sin and injustice in society and around the world, not to sexual pleasure (depravity)!
I do admit however that there would arrive a moment in space and time when he/she would like to start a family and have a son and daughter to inherit their fight against human sin and injustice. This is all fine and good and sexual intercourse can be considered judiciously, not flagrantly, as a means to bring about such productivity. Then they may like to add another son or daughter to the flock which is also all fine and good and again sexual intercourse can be undertaken to achieve such outcomes.
The line is crossed when man and woman engage in sexual activity for the sole purpose of PLEASURE OF THE FLESH/SENSE! This becomes unproductive and downright depraved after a while and is also the means by which a man and/or woman destroys his/her soul and starts to err in every other aspect of his/her personality and behavior. He/she allows himself/herself to be invaded by a dark Satanic force whenever he/she starts engaging in sexual activity solely for the purposes of sense pleasure!
