The Norwegian guy and a lot of others are trying for years to get to El G. times. It's not question of age it's question of how many years you are in the elite and tried to better in the distance. Jakob is in the elite since 2020/2021.
Hopefully we will get ride of this "he is only 22" in next September.
As for drugs, it's well know that those that use drugs get side effects and high and low variation of performances.

To me that actually indicates towards the side of Jakob NOT using PEDs. If he is uncomfortable commenting on something like that. Or maybe he thought he was being baited (he wasn't) to make some kind of comment.
In a recent interview (might have been after his WBP in Paris) he said something along the lines that some things were easier during the 90s. It was of course a bit vague but to me he seemed to hint that although shoes might be better now they had other stuff during the 90s that made the runners fast.

Jakob seemed caught off guard by the question, he was probably expecting the usual about race strategy/WR prospects etc. English isn’t his first language, it’s not always easy to know what to say with cameras in your face, hence the long pause before giving a generic answer.
I guess it’s possible he was intentionally shading El G but as others have said, he’s praised him in the past.
