Even if CIF could make a rule change on the fly, their legal people would need to review it and analyze the potential exposure. IMHO, the fallout from the current scenario will be short lived and forgotten within a few weeks. Dealing with bad public relations and some articles on conservative media is fiscally inexpensive. The state legislature isn’t going to do anything and I don’t think that any lawsuits from cis girls would stick as it would be very difficult to prove financial damages.
Boot the transgender competitors? Then buckle up for an avalanche of both state and federal discrimination lawsuits from the aggrieved parties and rights groups. Also watch the legislature in Sacramento investigate and audit CIF into the ground.
Nope. CIF and their counsel will convene over the summer to write new rules for transgender athletes that will take effect in time for the 2023/2024 school year. Bureaucracies are always risk averse and only act swiftly when it is a universal issue like safety.
But who is going to legally challenge the temporary measure?
Trans athletes will be allowed to compete, and receive a duplicate medal if they place in the final.
Cis athletes will not lose a spot in the final, and will not lose an award to a trans athlete.
How does that negatively affect any of them?
You're really failing to see how having someone in the race that has no logical business being in there can have an impact on the overall result even if they aren't taking away medals from people?
It's amazing (not really) that some people think girls should voluntarily give up their opportunity to compete in the biggest races of their career so that their opportunity would not be denied by trans athletes.
What are they interested in? Defending the rights of girls? Or humiliating trans students?

If you identify a controversial topic and make it a major talking point you will realign voting behavior along that topic.

In the race video, I was shocked at what the parents were saying in the stands. The athlete’s parent were surely in the stands not too far away and the kid herself surely watched the race video afterwards.

A little reality testing, people. Athena Ryan is not Jakob Ingebritsen. Fair or not that’s she’s in the race, she’s not far superior to the others in this field. In fact, there’s a good chance Athena doesn’t make the final and little chance she medals. The young women in this race should all run, set prs, try and make the podium. Regardless of how you feel, it should not be on these HS athletes to stage some sort of protest, giving up their chance to run in the state meet that they earned the right to compete in. That would only serve to compound any unfairness to these athletes posed by the circumstances. CIF can change the rules, or not, but the athletes should run in the meet.

Convince 4 conservative atheltic boys that play baseball/football/basketball to come out to run track and form a super relay team of males identifying as females. Watch them crush the competition and win multiple state medals. Have them form a 4x4 and 4x1 team that wins state.
Honestly 4 untrained atheltic varsity football and basketball players could easily win multiple state titles with little training.

My daughter has asked me about this in the past and I have assured her that it wouldn't affect her. Now she's going to have to line up in a prelim on California's biggest stage against one of them...and hopefully she'll make the final (and then face both of them).
But these kids are getting faster and this problem is not going away.

You couldn’t have run in the girls division in 1976 under any circumstances and if you could, you would have needed a body guard. At least in California, transgender athletes were not allowed to participate until 2014.
There’s never been a time where you could have run in the Olympics without at least 2 years of testosterone treatments.
