That was Brandon Moen. And you’re not imagining it. I remember Jason Mayeroff’s stories and also a pretty decent runner from South or SE Asia who would chime in but I can’t remember his handle, I think it started with an s.

Bans were rarely made and if they were could be somewhat effective back then since ipv4 banning made some sense back then.
