Her case was a bit messy but yes that was always my assumption about all these athletes. Way too many people try the I just started to recover from X for me to find it remotely believable.
Now doping might help the older athlete more in fighting off aging (i.e doping in your prime makes you 5s faster. Doping in your late 30s makes you 10s faster because you get normal performance boost AND some antiaging).

Yes, it is interesting how frail so many top athletes are. But it certainly helps with getting drug prescriptions.
I find it interesting that athletes will use any technological advance they can - shoes etc - nutrition, training methods and so forth, to try and stay out there and compete at the top as they age but would never consider using a technology that would boost them more than anything else.

Many athletes don't struggle with the difference between legal or illegal - otherwise doping wouldn't be as pervasive as it is. If this is your description of a sociopath then the 1000's of athletes who take illegal drugs would fit that definition - up to 1 in 3 or 1 in 2 championship athletes. Your description fits the usual moral indignation that goes with denying doping is a widespread practice.
