I don't think their policies are the same. IOC and IAAF (WA) require the trans athletes to stay under a particular testosterone level for at least one year. NCAA only requires them to be on hormone treatment for one year. The former is based on the outcome, the latter is based on the process. There is individual difference in how one responds to hormone treatment. I don't think the IOC/WA rules are flawless, but at least they are better than the NCAA rules.
