It means you only need to flip one Republican for something to pass. And Biden is notorious for having a good relationship with the other side of the aisle.
Except a Republican majority places Mitch in control to decide which issues are allowed to come up for a vote.

that's only a tradition, not a rule.
I believe if 51 senators want to bring a bill to the floor for a vote, they can.
So if it's 49/51 and Romney and Sasse want to help bring a bill to the floor with the dems, the bill will come to the floor.
(I'm only 90% sure of this - no time to dig around right now though)
