Interesting comment. I don't agree though. I think there are many social psychological factors that affect willingness to act in an ethical way. If you feel ethics are not important to your group (work, social, extended family or whatever) you will be less likely to act in an ethical manner. This happened with the trump people.
If you feel ethics are important to your group you are more likely to act ethically. I think most want to be ethical.

You should try meeting new people. I do not think that integrity is rare at all among 'regular people.' My best friends are honest to a fault.
However, indeed, many politicians seem to lack integrity and a conscience. I wonder why. I would think they chose their career because they had some ideals and grand plan to contribute something of value and to improve the life for their constituents. At some point, things changed and they sold their souls.
