Executive Orders are not laws. Only Congress can create laws.

The bottom line is the President has limited powers. They cannot suddenly sell Federal Land. They cannot reallocate Congressionally Approved Funding. They cannot outlaw Sanctuary cities. They cannot write an EO that minority (non-whites) will forever be counted as 3/5ths of a person, for all government purposes (census, voting, allocation of money) as allowed by the Constitution's original language.
