Trump believes is nothing. He is not pro life. He is not pro choice. He is pro Trump.

This is precisely what is going on. Trump has no beliefs about pacifism. He brags about bombing drug cartels, hurricanes and killing immigrants with bullets. He set records in lethal drone strikes killing untold counts of people.
But Trump has an abysmal record to try to run on. So he creates these backward narratives that any bad things happening today would have never happened when he was President. Suddenly his believers think he is a pacifist

The point was to end the murder of babies. It wasn't ever pitched as some abstract test case for a defense of federalism. You could do that with federal aid for school lunches or student loans or something. This was meant to end a genocide. So you're now saying the genocide is okay as long as a smaller administrative unit does it? GTFOOH. Trump flipped the script on this because it was costing him votes.
