For quote context, the Yugoslavia Army was literally targeting Kosovar Albanian civilians and NATO was trying to stop them from doing so via an aerial campaign. The Kosov intervention was on shaky international legal grounds and some of the airstrikes were unfortunate, but as a moral equivalence to Russia's infrastructure bombing campaign in Ukraine, it's not a great example.
