For postcard effort that I'm familiar with, you're given names and addresses (these were in Florida). I assume these are taken from voter rolls for swing states. I'd be surprised if people in uncompetitive states were targeted.
I'm independent/unaffiliated in a Republican leaning region of a solid blue state and get mailings from both parties, mostly state and local races, while my registered Democrat wife generally doesn't. I've recently been on email lists for Trump fund raising and was getting stuff from an end-timer right wing Christian group that was "interesting" in a sort of WTF way.
