The reason the Manhattan D.A.'s office didn't think about indicting Trump for the first 4 of those 5 years was because of the long established policy that says you can't indict a sitting president.
District Attorneys have wide discretion as to whom they choose to prosecute, so there is no basis for a claim of corruption as long as there is a factual basis for the charges. In this case, it is undisputed that Cohen did pay hush money and Trump did falsify his business records about how he reimbursed Cohen.
