AUKUS is the biggest military alliance between Australia, UK and US, it is literally in the acronym. Australia has already laid down a $500M down payment of $3B that they are paying USA "to enhance their submarine building capability', in order for Australia to then buy several nuclear powered subs over the next two decades at many billion $.
The customer is paying you to improve your factories before buying from you.
