Correct, and we all know what happened next. The transition never actually took place because of this and outright dysfunction from trump and his team. They could never get through to trump about the basics and the whole transition operation just fizzled out after a couple of weeks. Next thing we all heard about was that trump was taking official phone calls from random leaders on his personal and at trump tower, and it was all downhill from there.
Back to the money issue though, trump came close to shutting down his campaign a couple of times over this type of extreme ignorance. Every time he received a large donation he would refer to it was "his" money. Bannon had a very hard time convincing him to loan some of his own money to keep the operation going. He also thought and probably still thinks that any money held at the treasury is his money. Sadly, he's nothing but a two bit crook that always avoided jail due to the silver spoon.

This might turn into a situation that the public will not know the full details of until many years later. I believe at the very least trump will try to raise enough hell to have a final card to play before he leaves the WH. Using his popularity and GOP support, may he try to cut a deal with both parties' leadership to allow him to slither away with a promise not to go after him or his family. I do not know if there is any possibility of a "future pardon" situation or if Dems and GOP simply desire to just move on from him and with that may agree to leave him alone. Will he be able to weasel out of accountability yet again just like he's done his whole life?
I do think it's far more likely it will be an all or nothing situation for him, especially if GOP clearly loses the Senate.

On election night Trump will lose. He will do something similar to the following:
He will say, without proof, that MILLIONS of votes were fraudulent for various reasons and will fight the result in court all the way through Jan 20th. He will fight like hell to continue the lawsuit past Jan 20th. At this time the Supreme Court will have to step in. Biden will be declared the winner. Now, maybe Trump doesn't fight it I court. Maybe he simply walks away yelling "Fraud!!" for the next four years. Either way the end result is a Biden win. Trump and his supporters will say he actually won and will continue screaming "Conspiracy!!!" For the next 4 years until someone in the Trump family runs in 2024.
So what about the GOP? As the country gets more diverse on its march toward a majority minority the "great white hope" becomes a rallying cry with locked in votes. If Trump wasn't so morally bankrupt he would have even more support from the religious right. Take a little Trump, mix it with Mike Pence, and you have the perfect GOP candidate to stoke the flames of religious conservatism, quiet racism, and stone cold populism to make the next 20-30 years a sad day in America.

There are election law deadlines before Jan 20 though. On the Monday after the 2nd Wednesday in December, members of the electoral college must submit their state votes. That date is Dec 14 this year. Another part of the law refers to a Dec 23 deadline for the EC getting all the votes in. Congress presides over election law of course and for that reason and due to objectivity it is unlikely the Supreme Court will actually go as far as making any concrete determination that yields a winner. The SC will simply kick decisions back to congress and the states.... this is the dangerous part of it all because the GOP is totally corrupt and working for trump and not the people. Nothing prevents tzee officials across problem states to help their man. They can change the rules or even refuse to cast their votes... at the very least they help keep the results in suspension. Heck, some may actually try to hide election corruption. The only true backstop is that without determination of a winner trump and pence must get out Jan 20. But remember this, once there is a declared winner there is no way to reverse the decision. This is critical for both trump and biden. I give it a very high probability that the loser will not accept the results.
