Well, usually if one is claiming to do a transcontinental "run," it means you don't do it riding in a vehicle. It's kind of the most basic rule there is.

Skins stated that the report would be released on September 30. Then they changed the rules. If they wanted to embargo the report, they should have release it with embargo on September 28.

The more I think about this embargo the more it doesn't pass the smell test.
The Skins promote their company as being for fairness in sports, integrity. Yet they employed a cheater and a fraud. (Rob Young and their own employee that rode along). Now they have instituted an embargo so they can have the report released with the biggest bang to further their publicity and get their name out?
They are trying to profit from their own internal cheating.
Release the report!
It's a "douchey" move to embargo it and only release to press when they said they would publish on September 30th. It's also a bit hypocritical of Tucker to go along with it when he bitches about spin in cycling. The report is clearly embargoed to allow the employer of an athlete suspected of cheating to spin the message. Precisely what he risks against so vocally.

I don't think their goal is to spin it. Instead their goal is to simply get their name "Skins" published in media across the world for free. Skins is not really a popular brand and as the saying goes: Any publicity is good publicity.

Nicely put. I absolutely Agree! Faced with a choice of "Integrity and Honesty" vs. "Minimize Damage, Maximize PR", Skins chose the latter. There's a natural evolution of growing corporations straying from their values in order to maximize profits. Skins is not yet Nike, but they have demonstrated a faster pace to the bottom than Nike. Skins: you suck.

True that Skins did say they would publish the report and their response to it by the end of September. Still, it's better to do the right thing, even if they didn't keep their word about the self-imposed deadline.
