This is true. The Dems are at a huge structural disadvantage in 2018. Gaining control of either house would be a major upset.
But I contend that 538 is using the wrong benchmark for house seats. I think it's even worse than 538 says. They should not look at how close the presidential race was. To gauge house races, they should instead look at how close it was in the actual house race.
In 2016, Republican house winners usually out-performed Trump. Therefore, the gerrymandered districts that favor Republicans give even more advantage to the incumbent despite how popular/unpopular Trump might be.
All that said, I wouldn't be surprised to see both parties lose a few seats to centrist independents.
