Usada recorded filing failures for Coleman on 6 June, 2018, 16 January, 2019 and 26 April, 2019.

Two of the three tests were directed by Usada, while a third was initiated by the Athletics Integrity Unit.

However, as the ISTI states that filing failures relate back to the first day of the quarter, Coleman contended that his failure to update which was discovered on 6 June, 2018, should relate back to 1 April, 2018.

To be fair to the editors of this site they already relayed that exact information as I pointed out twice.

The poster you are replying to just refuses to accept that Coleman missed three tests and got off on a technicality.

It states it in the article, last paragraph

You guys are always looking or pushing a conspiracy or cover-up, when it was basically a technical error by both parties.

Also if you read the following :

"In 2018-19, Coleman he has provided his Whereabouts information by the start of each quarter and has been tested by USADA on 20 separate occasions. "

Coleman has always provided his whereabouts by the start of each quarter, there was just an error in providing the right location on his April submission. This isn't an athlete who demonstrated actions of trying to dodge his testing requirements or responsibilities.

He has never missed more than 2 tests within a 12month cycle, so his actions where within the rules.

In other words it "may" be declared a Filing Failure if you haven't filled out (or updated) the living/training/competing information accurately and completely (for locating reasons), while conversely it "may" be declared a Missed Test if the athlete is not available at the specified 60-minute time slot (for each day).

I can 100% accept that he missed three tests if he did in fact miss three tests. What I'm having trouble with if he did in fact miss three tests is why one of those tests is being called a filing failure and the other two are being called missed tests. I don't understand why they are being labeled as something different if they are in fact the same thing. Does it make sense to you? I'm trying to understand this thing, sincerely. Maybe I'm dense.

How does it make sense that all three would be filing failures but only one of them is backdated? I guess my question is how was his "failure to update, which was discovered on 6 June, 2018" actually discovered? Was it because someone went to test him where he said he'd be and then he wasn't there? If so, that's a missed test, not a filing failure. However, if on June 6 they realized there was no data in their system for him and thus he had failed to file, I can see how that would be different and therefore backdated to April 1st when he was first in violation.

Can you at least see how I'm confused as to the actual details of what's going on?

so you run your cycle say for 10 weeks beforehand.

and you make your location to be lower probability of testers showing up (in the know).

then if the testers show in the middle of the cycle, then you're a no show.

you do this twice, the no shows, and get off the juice real quick.

Coleman’s one-hour window was 7-8 a.m. at his former residence. He also offered up 3-5:30 p.m. at a training facility. The tester showed up at the residence at 7:55 a.m.; started the “collection attempt” at 8:01; and ended it at 9:01. A call to Coleman indicated he had just gotten back into the country and was in Eugene, Oregon, getting therapy for an injury he had suffered at the Diamond League meet in Rome. He was told to update his whereabouts. It was noted he did so “before his school location began.”

On June 12 (2018), Coleman was told he’d missed a test.

If he was told he "had a Filing Failure", the whole she-bang might make some sense. But they originally said "missed a test", and then invented this timing anomaly to justify shifting the calendar by a couple of months.

If you're filings aren't accurate and they show up to test you outside the one hour window, it counts as a "filing error" and is backdated.

On 3 occasions, they showed up to test Coleman and could not. 1 was during 2 hour window (we have no details on this one), 1 he was in Eugene when he said he'd be in Kentucky, and 1 he was in Iowa when he said he'd be in presumably Kentucky or Tennessee.

LRC Asks: Why did USADA charge him in the first place then?

For the simple reason that the now-termed "Filing Failure" on June 6th 2018 was originally classified as a "Missed Test", as they told him on June 12th 2018. But after the "Filing Failure" of April 26th 2019, it still took them a couple months to sort out the charging documents for the ADRV. And when the publicity came after leaking, the backroom had moved enough that they foisted it off on the DCO's stopwatch being late by a minute.

As far as the rules go, can one "update" your whereabouts like one minute before your 60-min period begins? Isn't this a common dodge to beat the testers? E.g., apologist Abrahamson says "critically" Coleman made on-the-day changes on Apr 26 2019 to his whereabouts info (conveniently when the tester was already elsewhere).

This rule is being rewritten to eliminate confusion for a new version of the code, which takes effect in 2021.

Sort of like how the NFL revises its rulebook to prevent whatever the Patriots did the previous year.

You can actually be dinged for both a FF and a MT if they are sufficiently grumpy about the matter.

WHEREABOUTS FAILURES

The failure by any Athlete in the RTP to comply with USADA’s whereabouts policies by failing to timely, accurately or completely provide required whereabouts information and/or for being unavailable for Testing due to inaccurate information provided on the Whereabouts Filing may result in a “Filing Failure.” Additionally, and in accordance with the ISTI, RTP Athletes may receive a “Missed Test” for failing to be at the location specified during the required 60-minute window on the Athlete’s Whereabouts Filing. Pursuant to the Code and the ISTI, for all Athletes in the RTP, any three Whereabouts Failures within a rolling twelve (12) month period will result in an anti-doping rule violation under Article 2.4 of the Code.

And apparently April 1, 2018 to April 1, 2019 (his third test is also a filing failure to be backdated) is considered more than one year. Poorly written rules by WADA. Poor enforcement showing up for the control late. Absolutely an embarrassment for all parties involved. And are any of us surprised?
