The real question is if they have a pacer or not. If you're talking an unpaced 4:30, I think next to no non-runner could just step on the track and do it. To run 4:30 you either need to be either incredibly fit (like in 4:15 shape) or very fit (in 4:30) shape with some help. If you're in 4:30 shape you either need to have trained towards 4:30 in which case you've developed the muscle memory to run 67s or be paced to 67s by someone.
Otherwise, if you're just barely in 4:30 shape and you go out too fast or too slow you're at risk of falling off the pace. Go out too fast? You don't have the stamina to hold on for 4:30. Go out too slow? You won't have the speed to make up your deficit in the end. But if some random non-runner were in 4:15 shape, yeah he could do it unpaced. He would have enough stamina to hold on if he went too fast or the speed to drop a 60s last lap if he fell off the pace initially.
