Water jump for women's 2004 NCAA steeplechase had to be "outside," which affects start location, because the meet was held inside the football stadium. Now (2019 NCAA) it's a track stadium which facilitates the preferable common "inside" location. for water jump.
Regrettably. the 2019 NCAA included an outside water jump with impeded visibility for spectators and video camera, plus first hurdle much earlier than what rules and common practice suggest. Further, the race distance appeared to be too long with more hurdles than IAAF 2001 World Championships at Edmonton which was an excellent example of an outside water jump facility.
